Municipal Heat Planning for Falkenberg/Elster, Germany

The municipal heat plan for the unified municipality of Falkenberg/Elster was developed based on the Municipal Guideline. greenwind Innovation was commissioned by the municipality to carry out both the planning and the public participation process. The project was implemented between March 2025 and January 2026. greenwind Innovation was responsible for all service components, ranging from project management and technical analysis to the preparation of the heat plan and the design and implementation of suitable participation formats for stakeholders and citizens.

The majority of buildings are used by private households, with 57% consisting of single-family homes. Significant energy-saving potential was identified in building refurbishment. In the municipality, natural gas and heating oil dominate the heat supply, accounting for a combined share of 75%. Approximately half of all heating systems are over 30 years old, indicating substantial potential for reducing greenhouse gas emissions.

The potential analysis of the municipal area revealed considerable opportunities for the use of ground-mounted solar thermal systems and ground-mounted photovoltaic installations, which could become a sustainable component of the future heat supply. Even today, part of the heat demand is already covered by renewable sources. For example, in the district of Beyern, a small heating network utilizes waste heat from a nearby biogas plant. Another heating network could be developed in the district of Großrössen, where a second biogas plant is planned. This plant could supply around 40 buildings with sustainable heat via a district heating network.

As part of a stakeholder workshop, additional opportunities for building heating networks at energy-intensive sites were explored. This could enable a portion of the heat demand to be met efficiently and in a greenhouse gas-neutral manner. This highlights that strong collaboration among stakeholders is essential for the successful implementation of climate targets.

At the conclusion of the heat planning process, specific measures were defined and documented in detailed fact sheets to support the implementation of the heat transition in Falkenberg/Elster.
