This project involved the development of a municipal heat plan in accordance with the Municipal Guideline, carried out by greenwind Innovation. The municipality of Brieselang commissioned the preparation of the municipal heat plan in December 2024. The plan was successfully adopted as scheduled on November 17, 2025. greenwind Innovation was responsible for all service components, ranging from project management and technical analysis to the preparation of the heat plan and the design of appropriate participation formats for stakeholders and citizens.
The municipality of Brieselang is located east of Berlin and is characterized by residential development primarily consisting of single-family homes. Due to continuous population growth, new development areas are currently being opened up, which were already taken into account in the heat planning. Another special feature is the planned construction of a data center, which is expected to generate sufficient waste heat to supply the entire municipality.
A key focus of the heat planning was therefore the utilization of waste heat from the future data center and an energy-intensive production site via a district heating network. For this purpose, a preliminary dimensioning of the network, including an exemplary route layout, was modeled in order to enable an economic feasibility assessment. Key challenges for implementation include crossing the Oder–Havel Canal and a railway line running through the municipality.
As part of round table discussions, initial synergies for the planning and implementation process were identified through small group work, and recommendations for the subsequent feasibility study were defined.
